Прямоугольное двухстороннее полотнище белого цвета с отношением ширины к длине 2:3, имеющее кайму шириной 1/10 длины полотнища, составленную из чередующихся зелёных и жёлтых полос (шириной в 1/9 ширины полотнища). Полосы расходятся от середины полотнища в разные стороны и наклонены от верха к низу полотнища. В центре белой части полотнища — чёрный феникс с жёлтым хохолком над красным костром из поленьев, сложенных крестом и окаймлённых жёлтым цветом.
