The Hocken collection categorizes this picture as BY-NC-ND (which would mean it is not in the public domain). However, pictures from the very same photo-series by Morris from 1901 appear in the online collections of the National Library of New Zealand, with the explicit addition: "No known copyright restrictions". See: http://natlib.govt.nz/records/13453967. The National Library even adds: "You can copy this item, share it, and post it on a blog or website. It can be modified, remixed and built upon. It can be used commercially". As the Hocken collection offers the image in a higher resolution, that collection was used as source.
