Why this picture (probably from 1924, but for sure not later than 1928) and the other one on the article page (clearly from 1924), of whom no author is known (fotogrāfs nezināms), are supposed to be still copyrighted?

According to this wikimedia page,

• Commons:Copyright rules by territory/Latvia,

the copyright in this case expires 70 years after the creation, which means at the end of 1994 or 1998.

So, also this photo

• PHOTO " 20. gs. 20. gadi. Fotogrāfs nezināms" (let's say it's before 1929-21-31)

is in the public domain from 2000-1-1,

and this one from a military passport of WW I anyway:
