Jozefs Aloizs Šumpēters (vācu: Joseph Alois Schumpeter, dzimis 1883. gada 8. februārī, miris 1950. gada 8. janvārī)[1] bija austriešu ekonomists un politologs, dzimis Morāvijā (toreiz daļa no Austroungārijas, tagad Čehijas Republika). Savas dzīves laikā ekonomikā popularizēja tādu terminu kā "radošā iznīcināšana" (angļu: creative destruction)[2]

Dzimis Tršeštjā, Morāvijā, Šumpēters sāka savu karjeru ar tieslietu studijām Vīnes Universitātē, kur viņa pasniedzējs bija austriešu skolas teorētiķis Eižens fon Bēma-Baverka (Eugen von Böhm-Bawerk). 1906. gadā ieguva doktora grādu. Pēc dažiem studiju izbraukumiem 1909. gadā, viņš kļuva par ekonomikas profesoru Čerņivcu Universitātē, bet 1911. gadā pārcēlās uz Grācas Universitāti, kur strādāja līdz Pirmā pasaules kara sākumam. No 1919. līdz 1920. gadam viņš pildīja Austrijas finanšu ministra pienākumus, bet no 1920. līdz 1924. gadam viņš strādāja par privātās Bīdermana bankas prezidentu. Laikā, kad liela daļa šā reģiona ekonomikas un banku sabruka, Šumpēters 1924. gadā bankrotēja.

Turpmākās dzīves gaitas no 1925. līdz 1932. gadam ekonomists pavadīja, strādājot Bonnas Universitātē Vācijā. Vēlāk Šumpēters pasniedza Hārvarda Universitātē no 1927. līdz 1928. gadam un 1930. gadā. Pieaugot nacisma izpausmēm Vācijā, Šumpēters emigrēja uz ASV, kur pasniedza lekcijas no 1932. gada līdz pat savai nāvei 1950. gadā.

Laikā, kad Šumpēters pasniedza lekcijas Hārvarda Universitātē, viņš netika uzskatīts par izcilu mācībspēku[nepieciešama atsauce], bet laika gaitā viņam izveidojās lojālu sekotāju pulks. Viņa idejām nebija daudz atbalstītāju, jo Šumpēters aizstāvēja tādas idejas, kas bija pretrunā ar tajā laikā populāro keinsismu. Šumpētera dzīves laikā viņa viedokli uzskatīja par novecojušu, lai gan savu ideju izpētei ekonomists veltīja milzu darbu. Bija maz tādu cilvēku, kas tajā laikā spēja saprast un atzīt viņa pamattēzes.[nepieciešama atsauce]

Lai arī Šumpēters pulcināja ap sevi jaunos ekonomistus-matemātiķus, un kādu laiku bija šīs ekonometristu apvienības prezidents (1940—1941), pats Šumpeters nebija matemātiķis, bet gan ekonomists un centās integrēt savu socioloģisko sapratni savās ekonomikas teorijās. Pēc ekonomista nāves pētnieki apgalvoja, ka ar tā laika matemātiskajām metodēm nav bijis iespējams pierādīt Šumpētera teorijas par ekonomikas attīstību un ciklu teoriju.

Šumpēters apgalvoja, ka viņš savā dzīvē noteicis trīs mērķus: kļūt par vislabāko ekonomistu pasaulē, kļūt par vislabāko jātnieku Austrijā un kļūt par vislabāko mīlētāju Vīnē. Viņš apgalvoja, ka ir sasniedzis divus no savas dzīves mērķiem, bet nekad neatzinās, kurus.[3]

Šumpētera attiecības pret citu ekonomistu idejām bija diezgan sarežģītas, jo viņa ievērojamākā teorija bija biznesa ciklu teorija. Teorijas pamatā bija tēze, ka galvenais iemesls ekonomiskajai attīstībai ir inovācija, kas izpaužas kā jauni tehnoloģiskie, saimnieciskie un cita veida risinājumi, ko uzņēmēji pielieto sava biznesa attīstībai.[4] Šī teorija aizstāv ideju, ka ekonomiskā attīstība ir iespējama tikai cikliskā formā, kas balstīta un jaunu zināšanu radīšanu un izmantošanu jeb inovāciju. Lai gan Šumpētera devums inovāciju pētniecībā ir neaizvietojams, viņa dzīves laikā vēl netika veikti plaši pētījumi par inovācijam nacionālās inovāciju sistēmas kontekstā.
